Known as The Spire of Chains, it serves not only as a holding facility for the city’s criminals but also as a symbol of oppression for the Squalids' residents.
Overview of The Spire of Chains
The Spire of Chains is a multi-tiered, fortress-like structure that looms over the slums. Its blackened stone walls are reinforced with iron and enchanted wards to prevent escape, while its interior is a nightmarish maze of cells, torture chambers, and administrative offices. Overcrowded and underfunded, the Spire is as much a death sentence as a prison for many of its inmates.

In return, Gorram turns a blind eye to certain shipments and activities within the Squalids, though he harbors a long-term goal of eliminating Xar’eth and taking full control of the district’s underground economy.
