They are known for their strict adherence to the law and their no-nonsense approach to maintaining order.

The Sections of the Docks

The Merchant's Wharf

  • Description: This is the most prosperous part of the docks, where high-value goods like silks, spices, and fine wines are loaded and unloaded. The infrastructure here is well-maintained, with robust cranes and secure warehouses.
  • Characteristics: It's heavily guarded and well-organized, frequented by wealthy merchants and officials. The area operates under strict regulations enforced by the Dockmasters.
  • Issues: Despite its prosperity, there's a subtle tension due to the high stakes involved, and disputes over trade agreements are common.

Fishmonger's Row

  • Description: Closer to the open sea and away from the main commercial hustle, this section is bustling with fishermen, seafood vendors, and local trade. It’s less affluent but vibrant and colorful.
  • Characteristics: The docks here are older and less polished, with a strong community feel. It's known for its open-air markets and seafood restaurants that attract locals and tourists alike.
  • Issues: Competition can be fierce, leading to occasional skirmishes between fishing crews over prime docking spots and catches.

The Dry Docks

  • Description: Located at the far end of the docks, this area is dedicated to shipbuilding and repairs. It’s gritty and filled with the sound of hammers and saws.
  • Characteristics: This section attracts skilled craftsmen, engineers, and laborers. It's essential for maintaining the city’s maritime capabilities and economy.
  • Issues: The Dry Docks are often contentious due to labor disputes, disagreements on shipbuilding contracts, and the constant pressure to keep up with demand.

Smuggler’s Cove

  • Description: Hidden away behind a natural rock formation, this unofficial part of the docks is where less legal activities tend to converge, such as smuggling and illicit trade.
  • Characteristics: The cove is known for its lax security and is a hotspot for those looking to avoid the eyes of the Dockmasters.

Adventure Hooks

  • Merchant's Wharf Intrigue: Players get entangled in a web of espionage and betrayal among the wealthy merchants, perhaps uncovering a plot that could shake the very foundations of Harbour City’s economy.
  • Fishmonger's Row Festival: A local festival turns competitive, and the players are asked to help settle a dispute that threatens to escalate into violence.
  • Dry Dock Sabotage: The players are hired to investigate mysterious sabotage incidents that are delaying ship repairs, possibly connected to a rival city or a disgruntled guild.
  • Smuggler’s Cove Raid: The players are either hired to lead or stop a raid on Smuggler’s Cove, giving them a chance to align with the law or the outlaws.
  • Naval Pier Standoff: A diplomatic ship docks unexpectedly, and the players must navigate a tense standoff that could lead to war if handled poorly.

Each section of the docks offers a distinct atmosphere and set of challenges.
